Packaging Waste
The 2013 HTA Packaging Waste WorkBook is now available to members
If your company or group turnover exceeds £2 million per annum, and if you handled more than 50 tonnes of packaging in 2012, you are obligated under the Packaging Waste Regulations to pay a proportion of the costs of the recovery and recycling of that packaging.
The HTA WorkBook provides a comprehensive and accurate tool for members to calculate the amount of packaging that you handled. It is updated annually with national recycling targets and packaging data from a number of garden centres and nurseries. The WorkBook;
- Will determine whether you exceeded the 50 tonnes threshold;
- If so, provide the necessary detailed information to fulfil your "Obligations" (either independently or through a compliance scheme);
- Will save you £1,000s from commissioning an independent packaging waste calculation;
- Protect you from potential prosecution and hefty financial penalties for non-compliance - the EA has imposed several fines in recent years.
The WorkBook is based on Microsoft Excel and comes with full instructions. There are two versions depending on whether you are predominantly a grower or retail business.
Due to the substantive costs in revising and maintaining the data and conversion factors on an annual basis to the satisfaction of the Environment Agency, there is reluctantly a charge for members as follows:
Band 5 (turnover of £1-2.5m): £235 + VAT
Bands 6-8 (turnover of £2.5-50m): £355 + VAT
Bands 9-12 (turnover of £50m+): £475 + VAT
The price for any non-members is £995 + VAT
We still believe this represents very good value as it would cost up to £12k for companies to calculate their obligations independently.
If the Workbook determines that you are obligated by the Packaging Waste Regulations, the HTA has negotiated a discounted membership fee with a registered compliance scheme run by SWS Compak. Obligated companies need either to join a Packaging Compliance Scheme or register with their national environmental regulator by 07 April 2013.

Henry Emblem, who both compiles the workbooks and operates the Waste Regulations Advice Line for HTA members (wasteregs@the-hta.org.uk), can check your workbook for you beforehand but do allow 2 or 3 extra days before the deadline.
