Packaging Waste

The Packaging Waste Regulations apply to companies with an annual turnover of two million pounds or more, and which handle more than 50 tonnes of packaging per year.

The 50 tonne threshold relates to packaging as it passes through a company’s operations, known as the ‘packaging chain’. The ‘packaging chain’ starts with the raw material supplier and ends when the contents are removed from the packaging.

If a company exceeds both thresholds of turnover and tonnage then the company has a responsibility to recover and recycle a proportion of the weight of packaging handled.

This responsibility is known as the ‘Obligation’ under the Regulations.

The HTA Packaging Workbook is designed to provide members of the HTA with a process to enable them to easily and quickly assess whether 50 tonnes of packaging is handled and what to do if this is the case.
